Advice for getting a first appartnent without help.?

Hi. I have a friend (seriously, it's not me. I'm pretty comfortable living with my parrents at the moment) whoes father is a total abusive nutcase and is giving him until the end of the summer to before kicking him out on the street. He's in the police cadet program and makes about $600 bi-weekly, I think. he doesnt have very many other friends and none who'll take him in (I can't, it's not my home to lend out). what can he do to find his first place before he becomes homeless? bearing in mind he'll also need to pay for food, car, insurance, utilities, etc... with no outside help from his family.
